Yep with an EDACS system all you have to do is put in the new frequencies in the LCN. That is all that changes with an EDACS system because it says go to channel X and channel X is defined in being in slot 3. On a MOT system it would say go to channel X and channel X is this channel even though the system might not use the 20 channels that its telling it to go past (speaking in channel numbers).
Edit: On a MOT/P25 system it is saying go xxx.xxxxx MHz plus .xxxxx MHz and not channel x. On a EDACS system its saying go to channel X which it already has all the channels programed in the system. That would be the simple way of the differences of an EDACS system and a MOT/P25 system.
