As of 12/27/2007, Dakota County Minnesota has transitioned to the statewide Allied Radio Matrix for Emergency Response (ARMER) system. There is still a bit of dual broadcasting being done on some of the VHF frequencies for Fire and EMS, but fire station tone outs are markedly different now.
I do not have a digital scanner (yet) so cant say much about how it sounds on the new trunk system.

Anybody have any info on the new system and the new Dakota County Centralized Dispatch center, call sign “Empire” ?

You may get a quicker answer if you check the Minnesota Forum. I think there are some posts there about a new system. Hope this helps.

True, True.
Thanks
