Needs hardware. Like the Icom PCR-100, PCR-1000....I think Ten-Tec makes a black box radio now, too.

You can get your feet wet for about 75 bucks if you watch ebay and get a PCR-100. They're not special by modern scanner standards, but they'll receive most anything out there, speaking from a frequency coverage standpoint.

Sorry, but it would take a bit more than some software. It is much like using you PC as a TV. You need to install a Special TV receiver card. In the case of a scanner, quite a bit more...certainly not free.

There are also many live audio feeds online if that would be of interest to you. But as far as using the computer as a scanner, I don't think it will work (searches for a BNC connector on rear of computer). :)
