It's probably not worth their effort. I don't know but I would assume the manufacturer would have to pay a separate licensing / royalty fee to implement the code.
There probably aren't enough VSELP systems around to offset the cost.

Its all about money. Probably not enough areas that use it. Less area = no money in return.

What can i use to hear vselp with the pro-96 which is for the cleveland vselp system besides the internet link? and when do you think this vselp system will go to a P-25 capable system i can monitor? :?:

vselp is protected by patents held by motorola. You can't produce a scanner with technology that is protected without obtaining a license. In this case motorola would not license anyone to make anything including a scanner. It is the same thing they have done with their patented iDEN technology. Of course macom is not about to ever license anyone to produce a radio or scanner with provoice technology.
These manufactuers make more money from selling one system than they would ever receive from all of the scanners that would be made.
APCO pushed for a common system that would be open to multiple bidders. That is why we can receive the P25 digital systems.

How would i program a ASTRO Saber to hear the cleveland vselp system? what do i need to program it with their frequencies and talkgroups from the rr database? :?:

You'll need a few hundred $$$ to purchase an ASTRO Saber with the VSELP Vocoder in it. Then, you'll need lots of clout to even get it programmed by the Motorola shop in Cleveland. I don't think that will ever happen.
On top of that, by the end of 2008, Cleveland will have a new P-25 system in place. After the rebanding takes affect.

Is the "end of 2008" the beginning or end of the process? If it's the end, then when do you think the first P-25 will go in? Surely there would be a transition process...?

It's a whole nother world!
You would need a radio with older VSELP firmware and DSP etc....
The programming equipment (rib, cables, software, etc....)
A system key file
They program using the 3 digit hex equivalents for the talk groups
Plus, you can only scan 10 or maybe 16 talk groups max. I don't recall right now which it is.
Bottom line is that it's really not worth it. Just wait it out and get a new scanner that can follow the new system they are planning on putting in place.

already have the newest digital scanner the pro-96 which i think will be good unless they go to a digital edacs system then i will not be able to monitor them at all.

What about the re-banding? Maybe I missed the info regarding the 96 and how it will be effected.

Don't think of it as a "Digital Scanner",
just a "P25 Scanner"

Whats rebanding mean? does this mean they are going to go to 700 mhz band and digital and does this mean the marcs system will be going to 700 mhz to? :?:
