There was a recent discussion in the Utah forum on this topic. That thread played out its typical course and ended up locked. (As predicted).
However, one member decided to continue the discussion in PM.
He provided the name of one airline, ASA, that he believed had specifically allowed scanners at some point in the past.
I emailed their customer support, and received this answer back from Delta.
ASA is now owned by Delta. From 1984 to 1999 they were a Delta Connection airline.

- Devices designed to radiate Radio Frequency (RF) energy on specific frequencies.
- VHF Scanner Receivers
- Peripheral devices for computers, or games connected by cables (such as printers and external drives)
Exception: A Computer external mouse may be used above 10,000 feet.
