Question LTR Question????

I want to monitor US Steel Security and it is LTR Standard / Analog. Here is the info from RR. US Steel - Gary Trunking System, Gary, Indiana - Scanner Frequencies. I have gone over the info here on RR and .... still lost. I have no clue what the heck I am doing with this crazy but yet interesting system known as LTR. Can someone make this simple for the simple mind like myself?
When I input the known freqs. and hit yes to enter it the scanner asks me to "Input LCN" where or how do I find this on the web page here at RR? I see no monster sticking out at me saying this is the LCN.

The full system LCN has not yet been posted. Try entering 463.5875 as LCN 1 and you should hear some traffic. Site 2 has a freq of 453.5875 listed for LCN 1. I don't think it is correct.
The LCN is the small two digits next to the freq. "00" is that the LCN is unknown.
If you look at the WIKI on how to figure out LCN's, you may try your hand at adding to the list with the freqs below.

I looked at US Steel's licenses and they show 3 YG or business trunked licenses.
WPVY408 licenses the following in Gary, IN:
451.9375, 461.6375, 461.6625, 463.5875, 464.2625, 464.5750, 464.5875, 464.8250, 464.8875, 464.9750.
WQHA848 adds the following to Gary, IN:
461.7375, 461.9875, 462.0125, 463.4875, 463.9125
WQHA848 licenses the following in Portage, IN:
461.4875, 461.7875, 463.4375, 463.9625, 464.4375
WQHB302 licenses the following in East Chicago, IN
461.6125, 461.7625, 462.0375, 463.2375, 463.7875

If you don't get anything on 463.5875 for LCN1, try putting the 453.5875 in the LCN1. Freqs from other license can be used in an LTR system. But like cg stated, it looks like a typo in the database for Site 2.
