Back when I was in HS in 1998 they had a larger yellow pelican case with 2 Motorolas, I picked them up on UHF but they were using a really crude method of encryption....sounded like a continuous siren over the transmission.
Yep even high school football is very competitive, we had a girl that worked with deaf/blind students that could read lips...just for fun we gave her binoculars one night and got enough to determine the name of the opposing team's plays....now if we'd known what the "beans and tater bananna split" was lol Ill never forget that
