Default What is 'cell soft mode"?

I was listening to my scanner night before last (Nashville - Metro Davidson County) and I heard an announcement that they would be going to either "cell soft mode" or "soft cell mode" "please keep radio traffice to a minimum" at 8:00pm. Pardon my ignorance but what does that mean? If this has already been covered on the forum, please send me a link to the discussion. Thank you all in advance for any clarification.
