What is your definition of low cost? I don't think you'll find a digital scanner for a very low price

First off, welcome to Radioreference, we have an exhaustive WIKI site that can help you narrow down your choices of digital handhelds to what's affordable for you, as time goes on you will receive replies as to what works for other members of the group & their recommendations. From personal experience I would not deal with Craigs list as it's infested with scammers, I used to engage in transactions with face to face locals only however that got stale when a vast majority of these supposedly legitimate buyers & sellers failed to show up, again welcome & good luck in your choice.

Ebay is good. Try searching for a Pro-96 or Pro-2096 on a Sat or Sun as they usually go a little cheaper ($195-$225) than during the week.

Probably the cheapest your going to find one is a used Pro 96 or 2096 for a couple hundred bucks. Radio Shack often has some November sales that you could possibly pick up a new 106 or 197 in the 300 price range. Other than that the Classifieds here on RR are probably going to be your best bet. Good Luck and welcome to RR.

In the mean time, check if your area is covered by online scanners streamed through here.

I agree with what the others have said. Check Ebay for a used Pro-96 or Pro-2096.
