Default Signal Codes

Are department signal codes unique to each department?

The only ones that I have figured out are:
Signal 3: Traffic Stop
Signal 5: Clear for break
Signal 7; Gang Member? or Juvy???

Yes they are. You'll find the known ones listed in the "collaborate" section of each county database.
