what does the encrypted mean.

can i just put that frequency into my uhf scanner or radio and listen in?

No, you can not receive that. Encrypted indicates that the frequency is, well, encrypted, which means that the voice transmissions are secured so that only those that hold the proper code can decrypt and listen to them. It is basically impossible to determine the key if you have not been given it and even if you had it, it is a federal offense to monitor encrypted transmissions.
