Default tuned into listening devices?

I was flipping through around 800-950Mhz on my scanner this evening and I found 2 very odd things. It basically sounded like I was listening in on some sort of listening device or a "bug" if you will..

I know many are chomping at the bit to tell me that I've tuned into a baby monitor. I really don't think that's the case though. For one, the band I'm searching is atypical for a baby monitor as those are usually around 50mhz. And second, just telling from the activity that i could hear, I did not get the impression that this was a baby monitor.

On one of them (925.200), it sounded like someone doing some construction isnide of the house. Lots of banging and a radio playing in the background, or possibly a TV. The audio was really clear and I could even hear the guy grunting ever so slightly under his breath as if he was reaching or exerting himself somehow. It was so odd.. I got the impression from the audio I was listening to, that it was coming from a device specially designed to pick up on ambient sounds, and not some sort of transmitter that was accidentally keyed up or something like that.

The other was similar to that but less active.. I could only hear faint sounds, but it also sounded just like the inside of someone's house. This one sounded like perhaps the device was in a back room of the house, and everything going on wa sin another room. But what I did hear sounded almost foreign. There was a TV on in the house but could hardly make it out. Whatever was on the TV was in another language, and when I heard someone speak, it also sounded like some language other than english..

Now I know it sounds maybe a little over the top, but do you suppose what I'm tuned into could possibly be a bug or listening device that might have been planted there by the police or a government agency?

I live in a very densely populated area. It's a neighborhood consisting mostly of apartment buildings so there are a high concentration of residences per block.

Does anyone have any ideas?

BTW, I did not even see the topic about the guy looking for a way to sweep bugs till after I posted this, so I did not have bugs/listening devices on the brain..

I'm still going to say it's just a baby monitor. It's not uncommon, especially with the newer baby monitors, to use the 900 MHz band much like cordless phones. Although I'm not saying it's not some kind of surveillance device...

I can usually hit two or three 900mhz baby monitors just from my house.

Some analog cordless phones run from 902 to 928 mhz.

Plenty of consumer devices in that freq range, as it's unlicensed low power.

Everything from phones to wireless speakers to intercoms.

A planted device would likely be out of that range, as LEOs aren't likely to use a device that might get intercepted by the phone next door.

Look in VHF and the 433 MHz range, and in 2.4GHz for most bugs that are purchased by civilians. Also the feds have been getting warrants to compel wireless carriers to employ technology that converts a cell phone carried by the subject of an investigation into an open mic, making the use of planted devices a less attractive option for surveillance.
