The actual HAMCOMM software is no longer supported but is still available to play with. Nowadays, most decoding is done by the sound card, so you probably want JVCOMM32 or a similar package (MMSSTV, Weather Fax 2000, etc.)

Bottom line, the product is usable, but considered legacy, as 99% of all decoding packages out there now employ the sound card via a direct connection from the radio to the LINE IN, and there are plenty of free or open source packages available...you shouldn't have to spend a dime other than the PC and receiver you already have, unless you really get into decoding and have to buy another radio to cover the frequencies/protocols you want to receive/decode.
Fer instance, I got into weather fax decoding because I used to have to do it the old-fashioned way when I was but a lowly airman trying to pick up the European fax broadcasts in order to have some sort of data to give to the forecasters while we were on exercises...in all those years, it really hasn't changed that much, except now you can do it at home with a PC and a HF receiver.
