Question Are The Feds Trunked in E. GA?

I did a little road trip up 95 through GA and got some interesting trunked traffic on 164.9250 NAC 067. I heard Customs on some of this traffic (Charlie 100). At home (E FL) I have logged a trunked system (during tropo to the north) on:

162.0625
163.0125 (control channel)
163.3125
164.1875
164.5375
164.9250

Does GA have a federal IWN trunked P25 system going?

But the traffic I heard sounded like real every day federal traffic. I think this may be more than training. Who needs a three site trunked system with all of those channels for training?
