Cobb county is on a digital trunked radio system, which requires a digital trunking scanner. Police, fire, EMS and many other agencies all share a pool of frequencies. They are not on set frequencies.
A scanner capable of digital trunking is what you need to monitor any and all public safety communications in Cobb county.
The frequencies listed for the Cobb digital trunked system are needed to program a digtial trunking scanner to monitor the system. To listen to specific talkgroups (e.g. PCT 1, Fire dispatch, fireground 1-8, etc), you would program talkgroup lists into your digital trunking scanner.
In other words, the hobby ain't what it used to be.
And another thing to be aware of is Cobb county's migration to phase II. Most digital trunking scanners won't do phase ii. Although there are a growing number that do if you win the lottery and can afford one.
Currently all talkgroups are FDMA. And unlike some metro counties, almost all radio traffic is in the clear, as our county at least is proud of what they do. Only those sensitive talkgroups use encryption and do so sparingly.

The county and the six cities use Nixle, Twitter, FaceBook and many even have free apps: MyMarietta App as we live in the 21st century here and aren't "so darn conservative" like some counties to the east are.
