Home Patrol - Richmond / Columbia counties

Would a Home Patrol 1 work with Columbia & Richmond County? Also, Aiken County, SC while I am at it.

Home Patrol 1 is Phase 1 it will work with Richmond Co and Aiken. Columbia Co is off the grid, Phase 2 encrypted. Nothing legally will encrypt.

So because Columbia county is encrypted, no scanner would work, correct?

That is correct. Anything that is encrypted cannot be monitored. Columbia Co is fully encrypted maybe/hopefully sometime in the future the CC will loosen up. Now many department encrypt sometimes and at other times not, they can do that as well if they feel the need.
