Default Icom IC-U400 won't recieve

It transmits fine, it just doesn't recieve.
I tryed swaping out the faceplate for a known good one without any change.
The RX indicator doesn't come on.
Any help would be greatly apprieciated.

I'm still hoping it's fixable, but you may be right.
I have 2 other U400s, so I could make a repeater out of 2 of them, and use my broken one as the transmiter.
