I'm not sure I understand your question. If you are asking about programming TGIDs without using alpha tags, then, yes, that is totally acceptable. Of course, you need to know what system the TGs belong to so you can put them in the proper scan list.
  1. What trouble programming are you having?
  2. What radio system are you working with?
  3. What software are you using to program the TGs into the scanner?
More information would be helpful.

I'm sorry, but I am not familiar with the ARC software. If you were using WIN500 you could follow this tutorial which shows you how to import systems, sites, TGs (including the tags), and how to upload them to your scanner. I have heard the ARC software is difficult to work with although it does its job.

If I understand you correctly NO you will need site freqs and tg numbers.

Have you looked at Scanner Frequencies: Palmetto 800 Trunking System, Various, Multi-State

I dont use the arc software anymore but based on arc396, with ARC software you should be able to do a internet import from Radio Ref database.
After doing this just click on tg's in the left part of screen and you will get a form where you can change the alpha tags.

Entering them manually through the radio is not easy but can be done.

also take a look at psredit500 or win500
both have a 30 day free use and I think you will dump the ARC and buy one of these.
Both so much easier to use.

Hope this helps.

Click Trunk button in ARC, sign in with Radio Reference user name and password. Then navigate the pulldowns to Palmetto (use statewide in count pulldown) then Palmetto in System pulldown. Check Import Primaries and Alts box on bottom of dialog then check frequencies for your local towers (you can select several sites).

Check the talkgroups yous wish to import.
