Make sure you're using a cable with "stereo" connectors on both ends. These radios use full duplex communications when cloning.
Also, the only scanner you should need to do anything with is the source scanner.
On the scanner that has the program you want to clone from, Press PGM, then F3 (GLOB). Scroll down to the Clone Send option in the menu and press SEL.
If the scanners are connected, the radio will start sending the configuration to the other radio.
