Default Programming problem

I have a PSR 600 I am trying to add a frequency using ARC500. All of my current frequencies were added using the import feature through RadioReference. Unfortunately my premium subscription has lapsed and I am not quite ready to renew. I just want to add this one frequency. I think I have done it right however I get no sound from this channel on my scanner but my old Uniden in the other room with the same frequency is hitting like crazy. Here is what I've got.

Frequency: 453.787500
Alpha Tag: TCSD Jail
Scan List: -10
SQ mode: none
LED Mode: Solid
LED Color 2

Everything else in that line is blank. I am only scanning on 10 right now but getting no transmissions.
Any help please.

oh and the database says the frequency is actually 453.737500 but that one didn't work either.

Guess that would be Tippi County Jail.
In Conventional Objects, I used the green + Add icon, entered 453.7375 in the frequency cell, set Scanlist, 179.9 as CTCSS and FM Mode. Save and load to scanner should work.

ok gave that a try and no didn't work. did everything as you just described but still nothing. I have also been trying to update the firmware but I can't get past the test because "no data from scanner." even though I just had virtual scanner on.

Have you downloaded from radio to software to see if the frequency ever got to scanner?

Default have you tried

First thing to try is the simplest thing. Have you checked your squelch threshold , turn squelch i believe all the way Counter-clockwise.. turn it all the way then hit scan when you are on that frequency. Start also by putting your antenna (preferrably the one that came with it) all the way up. If you hit the low end of the threshold and it goes (BUZZZZZZ), then slowly turn it clockwise till it stops hissing, then turn it just a little more clockwise. then wait for the other scanner to pick up the channel again. see what happens. there are several other things to try, that is the first thing. Is that the only frequency that doesnt work or is that the only one you have tried. Try programming in your local ems or something to see if that comes in as well.

If these towers are working using these CT tones, your file should be ok when scanning list 7 and list 10.
Code:
453.7375	EMA COMM 1	-7	CTCSS	110.9
453.7375	TCSD Jail	-10	CTCSS	179.9
453.7875	TCSD Jail	-10	CTCSS	179.9

Well I changed my antenna to the standard telescopic one that came with the radio, still no success. I am also having problems updating the firmware if these may be relayed. I get the radio connected, the test works but when I click upload it says there is no data. Don't know if they are connected.

update:
I managed to get the firmware update on I believe. Now I get a static on occasion and a quick voice to come through then out. No manageable traffic and by no means full radio traffic. Getting closer but this still isn't right.

The voice I can hear periodically tends to be the Captain who is on a newer radio. I am not sure if this makes any difference.
