Default tompkins county car to car trunking sounds garbled

I am trying to resolve a an issue with a p25 system in tompkins county that when law enforcement goes car to car i can not get any clear audio. everything sounds garbled.i cant tell if this is encryption or if i dont have something set right . the scanner is a psr600 and the tg ids are what i got off rr website

Is this the system?
Tompkins County Public Safety Trunking System, Ithaca, New York - Scanner Frequencies

No mention of encryption on Car-To-Car, but it's not out of the question. It could also be interference on the voice channel from another trunked or conventional system. Do it occur all the time?

All police "car to car" talkgroup transmissions in Tompkins are encryted.
