The database updates go from Radio Reference servers to the scanner manufacturers servers first, and once those folks have made their edits and changed the data to their proprietary formats, it is available from their servers to be downloaded to the radios. This occurs on a weekly basis.
There is no possible way to import the Radio Reference database from the Radio Reference servers directly into those scanners by way of the update service.
Plain and simple, it just isn't done as you claim it is.

LOL! I beg to differ because every scanner MFG has radio reference as the site to get database updates.
you seriously think Gre has the scanner database???? what a laugh riot that is. DUDE, GRE doesn't make the database, radio ref does, end of discussion

Radio Reference did have a number associated with every SATURDAY database update, it's 181 this weekend.
GRE is not contacted at all by the EZ-SCAN software. GRE will even tell you this themselves.
Every SD card in every GRE/RS scanner that I have owned is always about 3 to 5 months behind in ref to the database.
I just got a PSR-700 and it was 4 months behind.
The only thing that EZ-SCAN contacts GRE for is the firmware updates.
People, I'm not crazy or spreading misinformation, I am telling the 100% truth. Radio Reference makes the database and then GRE grabs it before they ship their scanners to retailers and consumers.
Edit: Scannermaster has the latest RR database and they get it from RR. they use it to program scanners before they ship them out.
The database for Brevard County is so out of date on RR, I will be providing the update myself after I finish the .XLS file that I am working on.

Absolutely clueless. Please, to anyone else reading this thread looking for facts, ignore every single post radioman316, or should I say Emmett Gulley Jr., posts on this site. He has absolutely no clue what he is talking about, and has already had numerous accounts banned from this site. Google his name if you're not already familiar with what a POS he is, I'll leave it at that.

You are mistaken.
There is a piece of software (written by GRE) that runs on a PC totally separate from RadioReference. That software retrieves the entire USA and Canada portion of the RadioReference database via RR's "web services". The software converts the RR format into a proprietary GRE format. The resulting set of files are then placed on a GRE server.
When you select Updates --> Check for Library Update in the EZ-Scan software, that software checks the GRE server for a new version of the library data. If a new version is available, you can download it from the GRE server into the EZ-Scan software. The EZ-Scan software never communicates with RadioReference.

Don't be scared.
