It's part of the OC Dept. of Education's Emergency Radio System. It's trunked and networked Kenwood Nexedge. You'll see licenses for those school districts that have elected to join it.

Yesterday I was hearing a Control Channel on 508.875 MHz.

I hear Control Channels on 508.075 & 508.375 and it sounds like Mototurbo or Nexedge.
