Alhambra PD California

I have a Uniden 396xt, and need to know why when I input the PD frequencies I get nothing.
I live within 1 mile of Alhambra City limits and am curious to know what Im doing wrong.
The radio needs to be [programmed under P25 which it is.

Did you program the NAC (network access code) ? For dispatch it should be 025.
The Tac and Detective NAC is wrong on the DB, I submitted those changes already.

Tac is 031 Det is 043.
