Would anyone be able to confirm for me that the freqs listed below would be some of my best bets for monitoring air to ground fire frequencies out in the southern Riverside County area? Any others that would be good to add? Thanks!

Those all look accurate judging by the 2011 CDF radio plan. In that document, however, 169.1125 is listed as USFS air-to-ground secondary. I am not sure if the document is correct because there is another USFS air-to-ground secondary also listed (166.875). I think maybe you have it correct and the document has a typo.

USFS frequencies:
170.0000 MHz USFS air-to-ground
166.8750 MHz USFS secondary air-to-ground

I don't have much experience scanning the frequencies you posted myself, but the radio plan suggests that the use of Air Tactics for air-to-ground communications is rare and discouraged.

There also these air-to-air (Victor) frequencies listed:
122.850 Air to Air Operations
122.900 Air to Air Operations
123.975 Air Tanker Base Ground Control/Operations
122.975 Air to Air Operations Helicopter
123.025 Air to Air Operations Helicopter
122.750 Air to Air Operations
122.925 Air to Air Operations

You should also listen to 168.650, National Flight Following and 123.975 Air Tanker Base. 135.975 is used for a air to air for the Monte Vista Unit and 135.575 for the Cleveland National Forest. 133.425 is used in the San Berdo, Riverside Counties area for air to air tactics.

Keep in mind that all these assignments are for initial attack. Large and multi-day incidents have frequencies assigned to them. There is no way to determine what these will be. You have to listen to an incident carefully as an announcement is made when any frequency is changed during an operational period. Changes made as of the beginning of the next period are announced via the Incident Action Plan, comm plan form.
