Default Smpd

I know they are "encrypted" most of the info i find is dated...I was in LA yesterday and my scanner stopped on SMPD and was met with garbled transmissions(I downloaded from RR freq) Is this correct? I have a GRE800.

Yes, Santa Monica PD Channels A, B are encrypted. C and D also but occasionally in the clear, not very often though.
