Looks like Santa Monica City Council approved plans to migrate to ICIS and has set aside $5.0mil of its captial improvement project funding for radio upgrades starting with the 2014-2015 budget year.
From what I can gather they are looking at a 10-year user agreement with ICIS.

This project will replace the City's obsolete 15 year old public safety radio infrastructure used by Police, Fire, Public Works, Code
Enforcement and others. The equipment is outdated and soon will not be supported by the manufacturer. Replacement is
necessary to continue public safety radio communications and to integrate with the regional Interagency Communications
Interoperability System - ICIS.

Are they creating their own cell or expanding Culver City or Beverly Hills? Wonder what LA RICS thinks about this...or are they just focusing on LAC needs for now?

ICIS model seems to be BYO frequencies so its quite likely there will be a new site for Santa Monica I would say utilizing all the UHF frequencies they bring over.

Sources are telling me that Covina has gone the same direction as Glendora this past week. I'm currently monitoring their VHF channel but have not received anything, so I believe it. I do not have a P25 capable scanner, so I cannot get the new details on whether Covina is encrypted as well. Time for some more talkgroup hunting, guys and gals! As for Azusa, still analog, and I haven't checked the other cities which are scheduled to depart for ICIS soon.

2621 should be Covina PD dispatch. I believe they also have the 2622, 2623, 2624, 2625, etc block

I seemed to have already locked a few of these TG's out due to encryption. No sense in labeling them either.

Also, the DB lists the Glendora TG's as "D", giving the impression they are in the clear.

Is it true that Glendora PD is encrypted even though the database shows Glendora as being only digital? I'm not hearing anything on my Uniden BCD396XT. If it is digital, can someone help me on my configuration?

I guess it is safe to say that the remaining ESGVRCN JPA cities will follow suit?

Also, ESGVRCN JPA is considered "Com-Net" now

Its been the sign of the times for the past few years at an alarming rate. Really curious about LASO and LAPD within the next year or two. I am afraid that their minds are already made up to move forward with the trend. Within the next 5 to 10 years we will about every department switch to silent mode "E"...

I have studied the trend and see that mostly all of the departments in Northern California have upgraded their systems and pretty much stayed 95 percent in the clear. I guess Southern California has a different way up thinking down here.

Now back to ICIS stuff....

I am a member and past president of the Artesia/Cerritos Rotary Club. We get political candidates coming to us to seek support (which is not our policy) all the time. One was Todd Rogers, mayor of Lakewood, and sheriff (LA County for almost 30 years) who ran for LA County Sheriff in early June but did not come in first two places for run-off election.
I spoke with Todd about this issue in May, but did not want to post anything before the election. He was well aware of the encryption/scanner debate, and looked at me point blank, and said, LA-RICS will be encrypted. He also told me that most of his colleagues strongly favor encryption. This is in response to Pepsima1's comment above.
Now whether Todd Rogers is in the real know, I don't know, but look at Orange County, look at what is going on with the new TGIDs coming onto to ICIS, and the handwriting is not only on the walls, it seems be right in our faces.
OK, back to ICIS, if this post has not already been moved.

Been monitoring ICIS and ICIS P25 for last 24 hours with 536HP and ARC536PRO. Here are new talk groups I can't confirm and don't see in RRDB except #1, which says "deprecated." If anyone has any information, please advise. The RSSIs were all high.

Thanks for that but only 33456 is new. Rest are in the Db.

2167 = Burbank Animal Shelter.
2364 = Culver City PD Tac-2
2173 = Burbank Airport
39600 = Pasadena PD 11
2206 = Burbank Electric
2064 = Glendale Fire Admin
40880 = unknown Pasadena encrypted.

33456 based on its sequence is likely Glendale water & power.

Don't get confused about the manner talkgroup DEC binary convervsion work between the SmartZone and P25 systems and the manner radios associate with sites when they are out of their home area.

I might have to agree with you on that. The RR DB lists the ESGVRCN TG's as "D" instead of "E". Myself and a few others have mentioned this but our DB admin(s) have left it as is. Maybe they know something we don't.

Its the same as buying a business band radio and using software to program the freqs.
I have already looked into it but not sure if I am ready to shell out around $800-$1000 for everything just to listen my local police (unless I had $$ to burn, lol)
I'm not touching that with a 10 foot pole.
