From the service manual "Personality frequency data error. Re-program the personality."
Double check the frequencies in the personality and make sure they are legitimate, i.e. within the band specs of the radio, correct frequency steps.
Did the radio work before you programmed it?
Is it a new radio? If so where did you get it?
