Has anybody ever seen a M71 with a s/n tag like this?

Guessing...it's a prototype, possibly? Or an engineer's toy?

Is there anything remarkable about the feature set in it? (Like, has all forty features enabled)

I would guess that its remanufactured.

If it were re-manufactured or rebuilt it would have an FCC ID. Without that it was probably a testing unit never meant to leave the lab. Or, it fell off the Turn-up truck.
