stuck orion

can not get RF power down from 80w. tried adjusting tracking data, tried radio recovery, tried adj the RF from the systems tab in programer, tried another meter. any sugestions? would like to try to reprogram with a factory default test profile if any one has one. for a 440-470 100w.
