Default 700p with EVC audio issue + DV problem

Having a weird issue with my Jag 700p that I can't seem to figure out. For starters here is my setup:

Flash: S1R05C01
DSP: I6R05H01
Flash Size: 128K

Features 1-32

Using this radio in my vehicle with a EVC and Orion remote control head.

The radio works fine but one minor issue with AEGIS/PV digital voice. Usually it works just fine but sometimes it will "hang" on decoding. What I mean by that is i will get a RX indicator but no audio, or it will be very garbled. I know I have good signal, -60 on the FCC Menu. It may be that the other party is having weak-signal issues but other people report that they hear him just fine. I have the LCNs programmed in correctly, as referenced to eTrunker and a known good personality. I am thinking DSP might be a bit dated or its just a buggy version.

The next problem is related to the Flash (I think anyways)
When the radio is in the EVC and connected to the remote head, the audio out the speaker emits a constant whine when the radio unmutes. The volume of the whine is independant of the volume knob, it will remain a constant while the voice can be turned up or down. The only time it goes away is when the knob is turned to the volume=off position. Now I know you are thinking "its alternator whine" but this problem happens with the vehicle off and even on my bench. It is also not dependant on the EVC, i have swapped it with a known good one and it does the same thing. Why i think this is flash is that the audio from the speaker on the radio itself is NOT muted. If i set the EVC up as no control head, just an amplifier, the noise is gone and the speaker mutes properly. But with the EVC with remote control configuration, the flash in the radio appears to not be handling the audio routing properly and sending it to the internal amplifier as well as the UDC, which may or may not explain the whine.

Does anyone have any insight to this issue? I know the 700p is a buggy radio but maybe they fixed it in a later flash/DSP release? Thank you very much in advance!!

The whine sounds like leakage from the display transformer - you might want a cap or two on the power from the control head.

If the whine changes pitch when selecting different back-light brightness --- bingo.

Whine is independent of backlight, not sure whats up. Im going to tear the EVC apart and put filter caps on the primaries and power going to the control head, as well as a ferrite bead on the lead going to the control head to minimize RF. Other than that i cant think of anything else to try, it has to be coming from the control head/EVC combo or its the radio itself somehow...

Anyone have newer flash / DSP? Specifically:
S1R05E05
i6R06D01
