If I understood it, I can install a card AEGIS unencrypted (VA) in being given the radio is equipped with option 12 if it is marked VS?
All four (4) versions (VA, VE, VS & VGS) are the exact same model of AEGIS/VoiceGuard daughter board installed into the Orion mobile radio.
What makes them different is a combination of what is enabled in the radio’s FEATURE CODE, AND, what ADI code is installed into the radio.
FEATURE CODE 12 - enables Unencrypted AEGIS digital voice only. (VA Radio)
FEATURE CODE 13 – enables VGE encryption algorithm in both AEGIS and VoiceGuard digital voice formats & unencrypted AEGIS digital voice. (VE Radio)
FEATURE CODE 14 - enables DES encryption algorithm in both AEGIS and VoiceGuard digital voice formats & unencrypted AEGIS digital voice. (VS Radio)
FEATURE CODE 15 - enables any VGS encryption algorithm in AEGIS & unencrypted AEGIS digital voice. (VGS Radio)
[NOTE: The older VoiceGuard digital voice only supported encrypted voice. Unencrypted digital voice was not supported until the introduction of the 2nd Generation format, called "AEGIS".]

ADI Code 01100 is for the DES encryption algorithm (and Unencrypted AEGIS).
ADI Code 02000 is for Unencrypted AEGIS only.
ADI Code 02200 is for the VGE encryption algorithm (and Unencrypted AEGIS).
ADI Codes 05100 through 05199 is for the various VGS encryption algorithms (and Unencrypted AEGIS).
What is generally
not known is that all models and bandsplits of the Orion mobile radio have the sockets for the digital voice daughter board. (29 to 941 MHz)
FCC and Industry Canada type accepted for digital voice at
all frequency bands,
and digital voice will function correctly at all bandsplits. VHF-Lowband and 900 MHz models were never publicly marketed in the USA as such.
This data also applies to the M-RK series of portable radios.
