The problem here is that MARS has not kept up with the needs of the military or the public. Phone patches were a big deal once upon a time when bandwidth home was scarce. Today, with fiber and satellite bandwidth coming out of our ears, it's no big deal to e-mail and even have video discussions home.
You don't need the hams for that sort of thing any more.
What you DO need hams for is to practice emergency communications. And that goes for the military as well as other critical infrastructure.
This effort is very short-sighted.
