Default Numbers Stations?

I am just wondering what a numbers station is, and what purpose it serves??
And has anyone ever figured out the mystery of the cuban numbers lady,
I talked to my grandfather who is a vet of WWII and Korea, and he said the cuban numbers lady has been around for a long time,

It is a method of sending encoded messages in a radio signal.
