I can confirm that it is Radio Enciclopedia. Tuesday night (10/27), was the strongest, steadiest signal I'd heard. I was again on Hatteras Island that night. Anywhere on the mainland (at least for me) RE gets covered up by stateside stations. On the OBX, RE is clearly the strongest. Helps to have an almost all water path between Cuba and the OBX.
