Thumbs down 11.425 mHz USB ?????? What??? Who ??

Everyday you can listen many people on this Frequency ....11.425.00 USB ???
Are those voice can be listen in Mid Land US Continental ..??? Morning about 3 - 8 AM New York. NY 10017.time ?? With Strange language. Any one ?
