Need help w/ IC-R20 reactive tuning.

I am a novice to the radio hobby and not yet entirely familiar with my IC-R20. A friend built me a reactive tuning cable to work with my Optoelectronics Scout Model 40 from the following link provided by the Optoelectronics Company:

He put together the "Advanced Cable," but it is not working. All connections have been checked and rechecked, so I think we're missing something obvious (to others) here. I have a few theories and would appreciate running them by anyone who could help.

I had no idea the R20 could do reaction tune. I may look into this and report back soon.

BTW, I sent you PM regarding the message you left me about this.

Anyway…
If you are using this setup:

I would use a stereo plug instead of the mono plug for the
Scout to R20 connection. Data connection = Connect the sleeve
(ground) to sleeve and the ring (data) to the ring.
Audio connection = sleeve (ground) to sleeve and
tip (audio) to tip. In case you don’t know what the tip, ring and, sleeve are:
