Both the Malad and Rexburg areas are still using conventional uhf/vhf frequencies.
Madison County, Idaho (ID) Scanner Frequencies and Radio Frequency Reference
Oneida County, Idaho (ID) Scanner Frequencies and Radio Frequency Reference
Also Idaho State Police Region 5 & 6
State Police Scanner Frequencies and Radio Frequency Reference

If you have a digital scanner, you would want to program the 700 MHz System, although it is not in use yet north of Bingham County. Bannock and Bingham Counties use this system extensively. The majority of travel time on I-15 will be through area using this system.
Scanner Frequencies: Idaho Cooperative Agencies Wireless Interoperable Network (ICAWIN) Trunking System, Statewide, Idaho

I think maybe you mean talkgroups rather than frequencies, since the 700 Mhz system is a digital trunked system. The system frequencies for Ada County Simulcast are listed here Scanner Frequencies: Idaho Cooperative Agencies Wireless Interoperable Network (ICAWIN) Trunking System, Statewide, Idaho

The talkgroups are also listed on that page, although they are somewhat out of date and many are encrypted and can not be monitored. Also see this thread for a discussion on Ada county talkgroups. Anyone in Boise with a Uniden BCD396XT?

Not much to listen to except Dispatch. All the other channels are encrypted.
