Default StarCom21 MVR frequencies

Hello everyone,
Does anyone know if the 700MHz Mobile Vehicular Repeater frequencies used by the ISP's portable radios are P25 or analog? I'd assume they are P25, but my scanner won't program a PL to a frequency assigned P25.

They were reported to CARMA with DPL codes so I presume they are analog. I haven't heard them myself, as they are not used in my area but the reports I have gotten indicate analog.
