Rules for ham repeater linking
What are rules if you want to link ham repeaters together? Can you use another ham frequency to do such? As a radio link path?

The rules are located here 2008 CFR Title 47, Volume 5 and
http://www.arrl.org/FandES/field/reg...s/faq-aux.html
Yes, you can use other ham frequencies. RF links are normally considered auxiliary stations but might be repeaters depending on what exactly you are doing.
You should check with the frequency coordinator in your area for information on what frequencies to use for auxiliary links. They may have to be coordinated like repeaters.

If the link freq. is a rptr. output, you may also want to get an ok from the rptr. trustee also for that area.

Ok, cool
So, I have to coordinator with the proper authorities. I figured that much, but was not sure if their was a certain group with in the ham bands sections that I had to use for frequency feeds.I skim over the rules more tomorrow when I have more sleep and can devote myself to it.
I was attempting to do something like this,
The main frequency is 146.8800 (example) OUT 146.2800 in (example)
With an RF Feed to the main frequency, direct towards the master site / repeater. 145.4000 for a link frequency (example) thats the idea. i'm not 100% sure on how to do this, but I think I like to delvolp such as system.

I would work with the repeater trustee's and owners to coordinate any linking between repeaters, they may already have something in place or may not want to link their repeaters. Do not cross link any repeaters without approval of the owners.
Once you have done this then you can work out link frequencies. Many of these are in the 420-430 MHz. range and use very directional antennas as well as non-standard PL or DPL codes.

Metro
Yea, it was not for the Chicago metro area, but I appericate the feedback, as I imagine the steps would be similar in nature.

JIG said it best...talk to the repeater trustees or the owner before linking. A good example of these problems lies withing Echolink, IRLP, and D-Star because there are no controls other than on the repeater trustee's end to block stations from linking up. IMHO, there should be a special "security code" used on the user end and the repeater trustee so that incidents of unwanted linking can be stopped before it can happen.
Now, I understand that you are talking about pure RF linking, and that's fine. But I just wanted to get my .02 in about the modes I mentioned since they too, offer the opportunity to link.
