New to Starcom21 IL

If I am posting off topic please forgive and advise accordingly. I am looking to understand how to get the correct information to program my scanner. I am a member of RR and have used the database successfully in the past to program my pro162 via arc160. I have purchased the arc500 and downloaded the ISP District 9 and for grins and giggles even Springfield PD, where I reside but, I am not successful in listening. If it was not for the preload from RS I would be all quiet.

My question is it appears to me that the informtion I am seeing at RR is not the same as what is programed in my scanner when I do a one for diff between them - the preprogrammed data for a given site works and the exact same site when imported from RR doesn't. Am I that out of it or is there a nother source I should tapping? I am willing and wanting to manually program too but I do not know what data to input and where to get it. Any advice will be appreciated.

I failed to mention that I have been reading the CARMA - but admittedly it confused me even more. I know that I am missing some foundation points either in the use of the software or manual application of the data and probably trunking over-all. I want to fill in those pieces.
