Question I've lost the State Police!

With the Rockford Police switching over to Starcom, I haven't been paying any attention to the Illinois State Police out of Winnebago Co. (Pecatonica). I have finally noticed I'm not picking anything up from the State Police. I have all four frequencies ( 851.16250a, 851.46250, 852.46250, 853.06250c), various talkgroups (9017, 9018, etc.), and a wildcard all uploaded to my scanner (pro 106). However, the only thing I'm receiving is talkgroup 9000, through the wildcard, which is one of Sterling's (District 1) dispatches. I'm not sure why I'm receiving nothing from District 16 out of Winnebago County. Can anyone help me figure out what in the world I'm missing?

try programing in other towers i was having the same problem with just the pec tower i program as many towers that i knew were for the state police most of what i am hearing now comes off the tower
at Stockton even if the car is in Rockford. I live about 6 miles from the tower in Pecatonica
