151.010 Jo Daviess County

I past travels to the Galena area I found a link to the Jo Daviess County Sheriff's repeater (155.535, rpts 154.890, PL 173.8) on 151.010, DPL 311.

Today I found out that the 151.010 is actually a two-way link to the Sheriff's net, most likely at or close to the Eagle Ridge Resort. I suspect it might be used by the Resort security or the sheriff's detail there.

I could not however find any indication of a license for this freq.

Anyone have any ideas?
