Hey there. I have the 164 and I can tell you it's a good scanner. As for listening to New Lenox PD you want frequency 155.67000. That is the "Lincoln-Way Communications center simulcast" This frequency covers New Lenox, Mokena, and Franfort PDs. New Lenox are 100 units, Moken 200s, Frankfort 300s. There are also several units who don't have a 3 digit call sign (IE: Lincoln-Way 68) I do not know which department these units belong to, I am assuming they are either unmarked cruiser or detective units. Listening to the will county Sherrif's department will be a bit more difficult as there are no simulcasts and ALOT of control frequencies. Listening in on Will County will take more research into call signs and knowing what patrol areas said call signs are than programming channels. There is an EXTENSIVE list of the Frequencies and EDACS codes on this website, all you have to do is search will county scanner frequencies in google.
Programming the 164 is very easy, considering it only took me a few hours to learn all I needed to know about it, and it was my first scanner. If you use Duracell batteries you can get a good 20 hours battery life as long as you're not always switching channels and using the keypad light. The antenna is kind of flimsy so either buy a replacement or be careful. Range is very good, I can clearly hear most of the Chicago PD stations all the way to the far north side of the city, from New Lenox. The clerk at radio shack also told me that the 164 is an older scanner and has some decryption modes which are no longer allowed, however I do not know if that is true.
