Question Rebanding on Pro-162

The city of Joliet has rebanded and Ihave been trying to put in a custom band plan and can not seem to get anywhere. The freqs are 851.1125,852.7875,853.2750,853.7000,856.4375,857.4 375.
In plan 1 I input 851.0250 lower,854.0000 upper,440 offset, spacing 25. In plan 2 851.0125 lower,868.9875 upper, offset 0, spacing 25. This is the same plan I used on my 396xt and it worked fine.However on the 162 it does not.I have tried flip flopping the numbers and I even tried using 861.9875 that I got from some forum as a upper on plan 2. The best I could get is either tracking the channels ending 5's and not 0's,
or vice-versa. Any help would be appreciated.

I'm going to do my 162 this Sunday. If you figure out what's wrong, post it up. I'll do the same.
