Default ISP Talkgroups, towers and districts

I have figured everything out but one thing. Can I program District 14 talkgroups to my local frequencies (Springfield, District 9) and listen to District 14 through my local towers?

If not, what towers broadcast for each district? Just the towers in the counties that comprise the district?

I travel from Springfield to Macomb quite often and would like to listen to 14 while at home and 9 while in Macomb, if possible.

As far as ISP district talkgroups go, a radio from the desired district would need to be on and affiliated with the site or sites that you are successfully monitoring in order for you to be able to hear the traffic on that district's talkgroup(s). For example, I live in the Chicago area - if a District 13 trooper is driving through the 'burbs and his radio is on and affiliating with a SC21 site I'm listening to, I'd be able to hear the traffic on whichever talkgroup his radio is set to. When he returns to his district and drives out of range of a site I'm monitoring, I'd no longer be able to monitor whatever talkgroup his radio is on.
