Kendy reversabel express lane

Hi, I would like to know just how IDOT determines when to open express lanes on the Kendy? Also dose
the IDOT ETP (Emergency traffic patroal) drive through the express lanes when closed then raido back, if they should be reopened? Please let me know thank you.
