A scanner and let's you input your own channels but it asks
For a feed URL (http//???????????) can anyone help me find
Them like Elgin, Il and Lake Zurich, Il police and fire......

Which app is that? I have three on my iPhones and iTouch but none of them ask for the URL. With these you simply search for whatever you want to monitor and if there is a feed available you'll be immediatly connected.
I can recommend any of the three.

Tunein Radio offers all that and more, including operating like a DVR, on off timers for listening and recording.
This is by far, in my opinion, the best of the three.

Somebody has to have a live feed of the area you want. Most areas aren't covered. My advice is get a real scanner, that you actually program, instead of just hearing what other people put up. That way you can pick and choose what you hear. This whole phone "Scanner" trend really urks me. You can't really call it a scanner by any definition and they just draw unwanted attention from police and people who don't understand scanning as a hobby and only see it as "That person listens to the police, they must be up to no good"
