System Compatability
Here is what I wondering,
Is it must that apx7000 radios be used on starcom21 and/or the cook county system? What other radios will work on the system(s).

Any radio with P25 trunking capabilities on 700/800 MHz. will work. There are several Motorola models as well as radios from other vendors like Harris, Icom etc. While Motorola owns the system they are required by contract to allow other vendor's radios to operate on it.
For the Cook County system the radios must also be capable of the encryption standard they are using.

Icom does not make 7/800Mhz radios. Kenwood, Harris, Tait, EF Johnson, and Motorola do though.

Moto xts 2500's are used by city and county in this area, xts 5000's by some ISP.

ISP uses XTS5000's Model II's. The Tollway maintience workers with radios use XTS25000 model II's. Most other towns and counties that are on Starcom are using XTS2500 model I's and 2500 Model II's I have also seen a few Thales Iiberty's. Cook County Sheriffs police are using APX7000 7/800 VHF but always take the antenna off for the VHF. Every CCSPD I have seen at my shop has taken the antenna off the radio and complained about the size they take the mic off and use the PSM antena on the radio or just the PSM. the Cook county sherrifs deputy's at the court houses have the XTS5000 Model II's that used to be in patrol.

I have been putting users on the system for quite a while now, and I have compiled sort of a list of radios that have been approved by the starcom 21 subcommittee.
They are as follows (all are in the 700/800 band, unless noted)
EF Johnson 51ES and 53ES series radios.
51SL and 53SL radios have NOT been approved, although they meet the guidelines.
Motorola radios are approved for use, as long as they meet the guidelines of being P25 compliant (not IMBE) and are capable of a 9600kbps control channel. Flashcode must usually start with 580000- or similar.
Motorola XTS2500
Motorola XTS5000
Motorola APX7000
Motorola XTS1500 (limited talkgroup template)
Motorola XTS3000 Model III (800mhz only, only useful on counties that have 800mhz control/coverage only)
Motorola Astro spectra and Astro Spectra Plus (same as above, 800mhz only)
Motorola XTL5000
Motorola XTL2500
Motorola XTL1500
Kenwood TK5400 (800mhz only)
Kenwood TK5410 (700/800mhz)
Kenwood TK5420
Kenwood TK5710
Kenwood TK5720
The above listed radios HAVE been approved by the starcom subcomittee for use on the system, this does not rule out use from another vendor, but the agency has to be approved and the equipment must be approved by the committee and must be approved by Motorola since they own the system.
