Did you put in the settings in the database in your scanner? Last time I listened those were correct. The signal strength isn't real strong.

That Prison is like 35 Miles Southwest of beautiful downtown Chillicothe IL and our old Town Theater. That's a long way unless you're planning on driving by there and scanning.

First put those frequencies in as conventional to see if you are even close-enough
These systems are designed for On-Complex coverage only and based on the Power and Antenna design are likely to not be heard much outside of the property.
If you can hear the CC on one of the frequencies, then you can experiment with adding them as a trunked system
